West London Waste Authority Case Study

Biogen recycles kerbside collected food waste from 400,000 homes in the London Boroughs of Ealing, Richmond, Hounslow and Harrow under a contract awarded by the West London Waste Authority (WLWA). All of the waste is treated via anaerobic digestion (AD) at Biogen’s Bygrave plant near Baldock in Hertfordshire. Biogen originally secured a 5-year recycling contract in 2009 and was awarded a new 2-year contract, which commenced in April 2014.

Haulage

The food waste is collected from the kerbside by the Local Authorities’ own waste contractors and transported to three waste transfer stations at Hounslow, Northolt and Greenford.  Biogen has bespoke haulage and collection arrangements in place to meet the unique criteria of each of the three transfer stations. These include the provision of appropriate containers at Northolt and Greenford to allow discharge from collection vehicles directly into low-level skips.

At Hounslow, Biogen supplies large bulk trailers which can carry about 25 tonnes in one trip.  Biogen works with appointed hauliers to ensure that all collections are cost effective, meaning considerable financial savings for the Authorities plus, of course, reduced carbon emissions.  Previous contractors had been unable to provide such a solution.

One of the challenges experienced at the start of the contract was a low level of participation from residents.   Biogen was able to assist WLWA in two principle ways: firstly by facilitating educational visits from the Councils’ Environmental Awareness Officers to the AD plant which helped officers explain the benefits to residents. Secondly, Biogen collaborated with Ealing Council to produce information leaflets and DVDs for the public explaining the benefits of AD for them, the wider community and the environment. A separate film was also produced for use in schools alongside a competition around recycling food waste with the prize of a visit to the anaerobic digestion plant.

Both measures helped the Councils create more awareness of the service, drive the recycling message home and maximise participation.

Results

As a result of the latest contract, the West London Boroughs served by the WLWA will save over £800,000 each year by choosing to send their food waste to Biogen’s anaerobic digestion plant instead of landfill.
